Job description
Estithmar Holding is seeking an experienced Talent Acquisition Manager to lead end-to-end recruitment across its contracting and construction portfolio. This role demands a seasoned hiring professional who understands the unique pace, scale, and complexity of mega construction projects — and who has successfully mobilized large workforces within the GCC market. You will be the driving force behind building the talent pipelines that power some of the region's most ambitious developments.
Mandatory requirements:
Experience: Minimum 10 years in talent acquisition, with significant exposure to holding companies and contracting or construction businesses.
Mega Project Closures: Demonstrated success in fulfilling large-volume, high-complexity recruitment drives for mega construction projects from mobilization to handover.
Sector Specialization: Hands-on experience recruiting specifically for contracting projects — civil, MEP, fitout, infrastructure, or related disciplines.
GCC Market Knowledge: Proven track record of sourcing, screening, and closing candidates across the GCC region, with strong understanding of local labor markets.
Key responsibilities:
Own the full-cycle talent acquisition strategy across Estithmar Holding's contracting subsidiaries and project sites.
Partner with project directors, operations heads, and the HR leadership team to anticipate and fulfil workforce requirements for upcoming mega projects.
Build and maintain robust talent pipelines for technical, managerial, and site-level roles across civil engineering, construction, and contracting disciplines.
Manage relationships with recruitment agencies, head-hunters, and sourcing partners active in the GCC and international construction markets.
Lead employer branding and candidate experience initiatives to position Estithmar Holding as an employer of choice in the sector.
Track and report on key recruitment metrics — time-to-fill, cost-per-hire, offer acceptance rates — presenting insights to senior leadership.
Ensure full compliance with local labour laws, visa regulations, and group-level HR policies throughout the hiring process.
Preferred profile:
Experience operating within a multi-subsidiary holding company, managing recruitment across diverse business units simultaneously.
Familiarity with mass mobilisation hiring — rapidly onboarding hundreds of workers for project launches under tight timelines.
Strong network within the GCC construction and contracting talent community.
Proficiency with ATS platforms and data-driven recruitment tools.
Arabic language skills are a plus for navigating local stakeholder relationships.
