The Florida Department of Health (DOH) is responsible for the health and safety of all citizens and visitors to the state. As a public health agency, the Florida Department of Health must monitor the health status of Floridians, diagnose, and investigate health problems, and mobilize local communities to address health-related issues. The Florida Department of Health develops policies and plans that support health goals, enforce laws and regulations that protect the health of all residents and visitors, and link people to health care services. The Florida Department of Health also provides specialized assistance to pregnant women, infants, and children with special health care needs, regulates health care practitioners, and provides medical disability determinations. Budget Analyst This is an internal promotional opportunity only. Only current DOH employees will be considered. The budget analyst position works closely with the Financial Administrator in the development and management of the department’s operating budget. Assists in organizing and producing budget reports as needed and makes recommendations for budget planning activities. This position works with limited supervision, using independent judgement, as well as the ability to review and analyze detailed budgets and financial reports to assist with organizational operations. Your Specific Responsibilities: Works closely with Level 4 program managers and Senior Leaders to prepare the DOH-Hillsborough Approved Operating Budget. Updates program budgets as needed upon request from Program Managers to meet funding and program needs. Works with fiscal office to adjust salary and expense charges to align with program budgets as needed. Monitors the OCA Cash Balance report in FIRS, ensuring balances are accurate and that they balance at zero at end of grant/fiscal year. Ensures spending plan is updated in FIRS each quarter and reviewed by local Health Officer by the State deadline. Completes rate reconciliation tasks each month. Responsible for updating the Payroll Reallocation System in FIRS, reviewing employee EAR/DAR Report biweekly, or as needed. Works with Financial Administrator to prepare and submit the annual Core Contract between the State of Florida and the Hillsborough County Board of County Commissioners. Assists Fiscal Office with the quarterly update to the Collocated Cost Matrix, as needed. Required Knowledge, Skills, and Abilities: Knowledge of accounting and auditing principles and procedures Knowledge of basic mathematics. Proficient in Excel spreadsheets and reports. Ability to perform technical and fiscal analyses of budget requests. Ability to develop and recommend budgetary revisions. Ability to review, analyze, and evaluate financial data. Ability to understand and apply laws, rules, regulations, policies, and procedures. Ability to utilize problem-solving techniques. Ability to prepare various reports. Ability to plan, organize, and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Excellent customer service skills and ability to communicate with multiple levels in an organization. Qualifications: Minimum: 2 years’ experience reviewing and analyzing budget for a local health department. 2 years’ experience creating budget or financial reports for leadership and management review. 2 years’ experience working with budget managers to monitor grant spending. Experience working with the Florida Department of Health Financial and Information Reporting System (FIRS). Preferred : 3 years’ experience working with the Florida Department of Health Financial and Information Reporting System (FIRS). 3 years’ experience working with the Florida Department of Health Financial Information System.
