What you will be working on As a Data Science Manager with Skills & Workforce Development Agency (SWDA), you will provide leadership to drive the implementation of organizational data strategy, enhance data capabilities and strengthen data management to facilitate data-driven decision making and data-driven products in SWDA - in order to achieve SWDA’s vision of a Singapore with opportunities to learn and grow in fulfilling careers. The job scope include: Data Governance, Policy, Strategy Develop, review and implement data policies and strategies to help SWDA achieve its business outcomes. Strengthen SWDA’s data foundations, including but not limited to all matters pertaining to data governance, data quality, and data management/operations. This includes ensuring data is AI ready (e.g. semantic layer) and guidelines to ensure responsible use of AI. Steer and implement data capability/culture building strategies and initiatives across SWDA. Data Platform and Architecture Ensure robust data infrastructure, to facilitate analytics, insights and reporting needs across SWDA. This includes AI architecture including GenAI and agentic AI infrastructure (harness, MCP etc) Analysis and Insights Oversee SWDA’s corporate reporting needs, including putting in place systems and processes to facilitate accurate monitoring and reporting of key performance indicators and corporate metrics. Develop algorithms to extract jobs and skills insights for partners, individuals, employers, and SWDA officers. Other key data projects include building fraud models, optimising work processes with the use of data & AI. Forge partnerships and collaborations with business divisions to exploit data and identify new data opportunities What we are looking for At least 15 years of relevant experience in data strategy and policy work. Strategic Planning and Critical Thinking - Ability to analyse and understand how the broader economic and employment landscape affects SWDA’s work. Formulate strategies and action plans to achieve organisational goals, including determining the resources needed and defining organisational performance measures. Information Management and Decision Making – Ability to draw meaningful analysis and insights from data/information collected to facilitate decision making. This includes identifying the types of data/information needed, and putting in place systems/structures/processes to collect, integrate and synthesise such data/information. Communication – Deliver effective written and oral communication.Relationship Management - Demonstrate effective interpersonal skills with internal and external stakeholders. People Management - Effectively manage self, and collaborate with individuals/ teams internally and externally.
