Job Type & Duration: Full-Time, Permanent Vacancies Salary Range: $89,337.00 - $132,880.00 Shift Information: Monday to Friday, 35 hours per week Affiliation: Non-Union Number of Positions Open: 2 Posting Period: 09-Oct-2026 to 26-Oct-2026 The primary work location for this position is Metro Hall at 55 John Street, Toronto. The successful candidate will be required to travel to various City of Toronto offices, treatment plants, and other facilities as operationally required. Travel may be undertaken using public transit, a personal vehicle, or a City vehicle. This position currently operates under a hybrid work arrangement, requiring a minimum of three (3) days per week in the office. Additional in-office attendance may be required based on operational needs and evolving City policies. The Process, Innovation & Energy unit (PIE) The Process, Innovation & Energy unit (PIE) is Toronto Water's central process engineering group for water & energy. The team strives to advance water and energy management in Toronto Water by solving complex problems and delivering exceptional research, process engineering, and innovation-driven solutions. PIE’s work is divided into six program areas: Drinking Water Wastewater & Stormwater Instrumentation & Data Analytics Energy Management Innovation, Research & GHG Mitigation Source Water Protection The first five program areas are led by a Senior Engineer, and the last is led by a Source Water Protection Advisor. As an Engineer in PIE, you will report to a Senior Engineer. Two (2) Engineer positions are currently available on the team, in the following program areas: Wastewater & Stormwater Innovation, Research & GHG Mitigation While your initial focus will be in these two program areas, all Engineers on the team work in more than one program area, and Engineers periodically rotate between areas. As an Engineer on the team you will therefore work in more than one of the program areas listed. Major Responsibilities: As an Engineer in PIE your responsibilities will vary, but you will be expected to: Manage assigned projects, ensuring effective teamwork and communication, high standards of work quality and continuous learning Provide technical advice, review and expertise, and use engineering principles and practices to assist in the operation, development and maintenance of the division's programs, facilities and equipment Initiate and lead technical studies and projects for the effective solution of engineering issues, direct project team staff to ensure timelines are met Conduct and oversee research in diverse topics like drinking water treatment, wastewater treatment, stormwater, instrumentation & data management, new technologies, emerging contaminants, innovation, digital transformation, sustainability and resource recovery, biosolids management, GHG emissions mitigation and energy management Coordinate reviews and assess work methods, equipment requirements, staffing scheduling and productivity, to ensure that effective and efficient practices are employed consistently across all parts of Toronto Water Review and analyze new technologies for use in existing or future service requirements. Develop and update guidelines and procedures, devising new approaches, and drawing conclusions from comparable situations Provide process-focussed input to capital projects for Toronto Water infrastructure projects including review of technical memoranda and reports, drawings, specifications and cost estimates Prepare and review written materials including project plans & charters, technical memoranda, reports, letters, presentations, briefing notes and procurement documents including Requests For Proposal (RFP), Requests For Quotation (RFQ) and Request for Information (RFIs) Prepare & submit regulatory reports to provincial and federal governments Oversee or participate in the selection, direction and evaluation of external service providers undertaking professional services for Toronto Water Ensure projects are delivered effectively, ensure project expenditures are controlled and maintained within approved budget limitations and project scope Develop, maintain and enhance business processes and systems for managing digital records and data and improving data quality Maintain an up-to-date knowledge of technological developments in relevant engineering fields Establish and maintain effective partnerships with other Divisions in the City, consultants, government agencies, suppliers, contractors, councillors, academic and research organizations, other utilities, funding organizations, and other stakeholders Key Qualifications: Registered as a Professional Engineer (P.Eng.) with Professional Engineers Ontario Completion of a post-secondary degree in a relevant engineering discipline (e.g. chemical, civil, mechanical or environmental engineering) Considerable engineering experience in areas which may include wastewater or stormwater treatment, drinking water treatment, biosolids management, instrumentation & data analytics, utility GHG emissions mitigation and/or energy management Experience with data analysis, interpretation of results and development of recommendations Experience with treatment process assessment, process optimization and troubleshooting Experience with planning, conducting and evaluating bench, pilot or full-scale trials of new equipment or process modifications would be an asset Excellent communication skills, including writing and presentation abilities Strong interpersonal skills with the ability to establish and maintain effective working relationships with peers, internal clients, external agencies, other utilities, and other levels of government Ability to adapt and contribute to new focus areas by applying a curious, continuous learning mindset Ability to function effectively in a service oriented, politically sensitive environment and to balance the needs of the organization and customers against available resources.
