Job description
We are seeking a Health & Safety Advisor to support the Control of Hazardous Energy (COHE) team at a Multi-Fuel Generation Plant (MFGP) in Dublin.
As the HSE Advisor you'll provide practical HSE guidance across commissioning, operational and contractor activities, helping teams to plan and complete work safely.
Your role will be to focus on applying site requirements for hazardous energy control, isolations, permits and safe systems of work effectively and consistently.
HSE Advice and Assurance
Advise Global Commissioning Limited personnel, the client and contractors on HSE requirements and safe working practices.
Review risk assessments, method statements, permits and task briefings for commissioning, maintenance and operational activities.
Monitor work involving electrical and mechanical systems, rotating machinery, heat, chemicals and other hazardous energy sources.
Hazardous Energy Control
Support the implementation and monitoring of COHE, isolation, lock-out/tag-out (LOTO), permit-to-work and safe systems of work.
Confirm that work teams understand isolation boundaries, energy sources, residual-energy risks and equipment hand-back requirements.
Support simultaneous operations (SIMOPS) planning, contractor coordination, emergency arrangements and work-area access controls.
Inspection, Engagement and Improvement
Conduct site inspections, audits and workforce engagements; document findings, issue reports and follow corrective actions through to closure.
Deliver site inductions, toolbox talks and briefings covering COHE, LOTO, permits and HSE expectations.
Support incident and near-miss reporting, investigations and communication of lessons learned.
Maintain accurate records of inspections, training, incidents and action tracking.
Promote consultation, appropriate stop-work intervention and a positive safety culture across the project.
Role Authority
The Advisor provides HSE guidance and assurance. The position does not, in itself, authorise the holder to act as an electrical or mechanical Authorised Person or Senior Authorised Person, issue permits or control isolations. These activities require formal appointment and demonstrate competence under the site’s authorisation arrangements.

Practical knowledge of risk assessments, method-statement reviews, permit-to-work systems, LOTO and hazardous energy control.
Ability to identify electrical, mechanical, pressure, chemical, thermal and stored-energy hazards.
Working knowledge of Irish health and safety requirements.
Core Capabilities
Confidence engaging with contractors, supervisors and site teams.
Clear communication, sound judgement and accurate record-keeping skills.
