Manager, Contracts Management

Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITP”, a wholly owned subsidiary of the Hong Kong Science & Technology Parks Corporation, is engaged in the planning, building, management, operation and maintenance of the Hong Kong-Shenzhen Innovation & Technology Park at the Lok Ma Chau Loop (“the Loop”). With a site area of 87 hectares, the Loop will be a hub for vigorous technology R&D and collaboration among top-notch international R&D institutions, technology enterprises and talent. The Loop will provide necessary infrastructure, facilities and service support for the innovation and technology (I&T) community; with associated higher education, cultural and creative and other complementary facilities. ​ Responsibilities: Responsible for pre-contract and post-contract quantity surveying duties including preparation of cost estimates, procurement of consultancy and works contracts, cashflow forecast, contract administration, costs control of capital works, evaluation of variations, review of interim/final payments, claims assessment and finalization of project accounts Coordinate with in-house departments, the Government, external consultants, contractors and suppliers Prepare recommendation reports to various committees/authorities for the approval of procurement strategy and contract award of consultancy and works contracts Implement contracts management and cost assurance policy and procedures Provide technical audits and other supporting services in respect of construction contract matters Requirements: A recognized degree in Quantity Surveying or other related disciplines Professional membership (QS discipline) of HKIS, RICS or equivalent professional institutions Minimum 8 years’ relevant working experience in quantity surveying, cost control, contract administration and implementation of governance policy Minimum 5 years’ post-qualification experience; Minimum 3 years’ managerial experience Proven experience in managing the cost and contractual aspects, procurement and contract administration of sizeable capital works projects, preferably publicly funded or subvented projects Solid experience in NEC contract administration Solid experience in public organizations, tertiary education institutions or other complex stakeholder environments will be an advantage Knowledge in government practice and procedures will be an advantage Excellent command of written and spoken English and Chinese Station in Corporate Office at Lok Ma Chau (Shuttle bus service is available) Company Benefits: Competitive annual leave entitlement MPF Top-up benefit Medical benefits from Day-1 with extended coverage to dependent(s) Dental & Life insurance Training sponsorship Professional membership fee reimbursement Personal data provided will be treated in strict confidence and used for recruitment purpose only.
