Employee Contract Type: Local - Fixed Term Employee (Fixed Term) Job Description: The Monitoring, Evaluation Accountability & Learning (MEAL) Coordinator will lead the the effective planning and implementing the Inclusion project monitoring, evaluation, and data management process as well as feedback mechanism and learning plan that contributes to the achievement of Project goals. The MEAL coordinator will lead the development of database formulation, data management and data analysis are in alignment with relevant strategies (e.g. national, sectoral, disaster preparedness plan, etc.), policies (e.g. Government Policies, ministry policies, MEAL management policy, etc.) and standards (e.g. DMEAL, OIOS, BTT, programming guidelines, financial, etc). Strategy Development & Planning Promote community level monitoring, evaluation and learning with Field Coordinator support, and integrate these into project designs and annual plans. Provide technical support of the preparation of Program Design Document, include to lead the development of ITT. In close collaboration with MEAL Manager and Team Leader to develop monitoring and evaluation plan and budget. Resource Acquisition & Management Provide technical advice on preparation of budget for monitoring and evaluation and ensure cost-effective and efficient use of resources. Provide technical support for stakeholders and community partners to identify and mobilize community resources needed for project implementation. Provide recommendations based on project achievements against targets and work monitoring to identify new project opportunities. Capacity Building To build the capacity of Coordinator(s), Capacity in program monitoring, evaluation and learning methodologies. Develop and test contextually appropriate models to monitor, evaluate and learn documenting and disseminating lessons learned. Support Coordinator(s) to train partner community groups in monitoring, evaluation and learning to build their capacity for management of local initiatives. Document and disseminate key lessons and strategies to appropriate stakeholders. Participate in practitioner networks / working groups, as agreed with the MEL Manager, to ensure ongoing learning on good practices & sectoral standards relevant to assigned projects Coordinate with project team or National Office DMEAL team for promising practices, lessons learned and current methodologies. Build capacity of field staff and project coordinators in the use of data management tools and systems (e.g., KoboCollect, ODK, project databases), including hands-on training on data entry, data validation, and basic data analysis to improve data literacy across the team. Develop and disseminate data management guidelines, SOPs (Standard Operating Procedures), and reference materials to standardize data practices across all project sites and partner organizations Accountability & Quality Assurance: Develop Project monitoring system and tools and ensure it is used by all staff to track the progress of project implementation, and to capture learning. Provide technical advice for Senior Program Manager and Team Leader in collaboration with Field Coordinator in project planning, implementation, monitoring and reporting processes. Ensure that the MEAL processes and products are in alignment with DMEAL standards and associated guidelines Ensure ITT is used for accountable programming and achievement of expected results and for learning. Contribute to the submission of Program reports Share lessons learned from reports, evaluations with communities, development partners and other WV Partnership stakeholders Oversee data management quality across all reporting cycles — ensuring that data submitted in biweekly, quarterly, semi-annual, and annual reports is accurate, complete, and traceable to source records (BTT, ITT, MoV). Conduct periodic data quality assessments (DQA) to verify the reliability, validity, and timeliness of project data, and take corrective actions where gaps are identified. Maintain a central data repository that consolidates project data from all sites, ensuring that all information is stored systematically and is readily accessible for decision-making, audits, and donor reporting. Share lessons learned from reports, evaluations with communities, development partners and other WV Partnership stakeholders Networking & Coordination: Communicate effectively WVIDN’ identity, mission, vision, values and our approach to work in ways that are contextually appropriate and clear. Close coordination with PEARL to keep up to date on design, monitoring and evaluation. learning and accountability Build and maintain network within and outside WV Indonesia to maximize resources utilization in the field of monitoring, evaluation and learning. To build partnerships with different organisations, stakeholders based on a common focus on improving the quality of research and supporting the well-being of children and families, especially the most vulnerable children. Management & Leadership Live among the people, endeavouring to witness to Christ through life. Lead MEL team (if there is subordinate) to ensure project and program goals within target areas are met according to Program Design and Annual Operating plan on time, on budget and with quality. Provide technical support for Project Coord in monitoring the context of target areas on an ongoing basis and recommend adjustments to program plans and management in light of changing context, resources, and opportunities. Facilitate and lead spiritual nurture activities for team members according to WVIDN core documents, include to model a high standard of personal biblical leadership, maturity and integrity as an example to staff and others. Create enabling and positive team environment where staff are able to develop their spiritual gifts and grow in Christian maturity, and facilitate a working environment of mutual trust, respect, and care among all staff. Manage all risks related to School Leadership Project according to organization policies, guidelines, and standard. This includes risks in fraud, safeguarding, and other related risks. Facilitate effective teamwork, coordination and work planning among coordinators, officers, field facilitators, and administrative staff to ensure program implementation as standard and achieved the target. Ensure that MEL team (if there is subordinate) understand and follow the WV child protection policy, that efforts are taken to respond promptly and appropriately to child protection incidents, and that awareness raising for prevention and reporting of child protection incidents occurs within the program area. Requirement Bachelor degree majoring social development, statistics or any other relevant field. Min. 3 years’ experience in monitoring, evaluation, research and learning work. Preferred experience in research leadership responsibilities. Good understanding of key aspects of development work. Proven track record in project design, implementation, monitoring, evaluation and report writing. Bahasa as native language and English that equal with min. TOEFL Score 450 A bility frequently travel within Nabire, Mimika, and Asmat. This role may require the ability to perform tasks such as prolonged use of computers for data management and analysis, participation in meetings and workshops, and occasional movement between office and project sites Strong theoretical and practical understanding of both qualitative and quantitative research methodologies, including sampling, data collection techniques (surveys, interviews, FGDs), and ethical principles. Good basic statistic skills (knowledge and statistical software packages). Solid computer skills in Microsoft Office Experience with mobile data collection platforms (e.g., KoboCollect, ODK, SMAP, CommCare). Database Management: Experience with database design, entry, and management. Data Visualization: Proficiency in data visualization tools including Microsoft Power BI, Google Looker Studio, and/or Microsoft Excel (pivot tables, charts, dashboards) to present project data and findings in a clear and accessible format for diverse audience Report Writing: Excellent analytical and report-writing skills, with the ability to synthesize complex data into clear, concise, and actionable findings for diverse audiences.
