# Oracle Fusion HCM & Payroll Lead > BlackStone eIT · Cairo, Egypt · Full-time · Posted 2026-10-29 **Workplace:** on_site ## Description To lead the full Human Resources (HR) and payroll scope of an enterprise Oracle Fusion Cloud transformation program in the UAE—ranging from initial design and workshops to go-live and hypercare. The role owns the functional HR and payroll design, ensures compliance with local UAE labor regulations, and guides the project team to successfully deliver the implementation. ## Requirements ### **Must Have (Mandatory)** - **Experience:** 10+ years working in HR systems, with at least 5+ years specifically in Oracle Fusion HCM (including Oracle Fusion Payroll). - **Implementations:** Served in a lead role on 2+ full-cycle Oracle Fusion HCM implementations (from design to go-live). - **Local Expertise:** Strong knowledge of UAE HR regulations and local employment requirements (UAE labor law, leave/working-hour rules, end-of-service gratuity, Emirati and expatriate rules, and UAE salary payment requirements). **Technical Skills:** - Hands-on Oracle Fusion Global Payroll with UAE or GCC localisation (salary elements, allowances, gratuity, general ledger payroll costing, statutory requirements). - Oracle Fusion Time and Labor and Absence Management. - HCM Data Loader (HDL) for employee data and payroll balances. - Leading CRP workshops, UAT, and stakeholder sign-offs. - **Travel & Language:** Flexible for regular travel to Dubai, UAE, for on-site workshops, design reviews, and go-lives; fluent written and spoken English. **Good to Have (Nice-to-Have)** - Arabic speaking proficiency. - Knowledge of UAE government HR and pension rules (GPSSA). - Experience with biometric or time-attendance system integrations. - Familiarity with Recruiting Booster, Oracle Learning, and HR journeys. - Experience configuring Arabic letters, notifications, and right-to-left screens. - Oracle Fusion HCM or Payroll certification. ### **Responsibilities** - **Workshops & Design:** Lead HR and payroll workshops (CRP) and solution design, mapping current processes to future designs to achieve stakeholder sign-off. - **Solution Configuration:** Configure Oracle Fusion Global HR, Talent, Learning, Recruiting, Workforce Compensation, self-service, and journeys. - **Payroll Setup:** Configure Oracle Fusion Global Payroll with UAE localisation (salary elements, allowances, end-of-service gratuity, statutory requirements, and payroll costing to the general ledger). - **Time & Attendance:** Configure Time and Labor, Absence Management, and define the time-attendance feed alongside the integration team. - **Payroll Testing:** Plan and execute parallel payroll cycles, reconciling them against current payroll data prior to go-live. - **Data Migration:** Lead HR data migration (HDL) with the data team for employee records, assignments, balances, and year-to-date values. - **Testing & Training:** Lead System Integration Testing (SIT) and User Acceptance Testing (UAT) for HR and payroll, train key users, and manage go-live and hypercare support. - **Team Leadership:** Guide junior/peer HR and payroll consultants on the team and review their deliverables. ## Apply [Apply at BlackStone eIT](https://apply.workable.com/blackstone-eit-2/j/F2748020C0/apply) --- Powered by [Workable](https://www.workable.com)
