What You’ll Do: Compliance and Governance Oversees payroll compliance with federal, state, and local payroll laws and regulations. Monitors compliance with wage and hour requirements, overtime regulations, leave programs, and payroll policies. Develops, maintains, and updates payroll policies, procedures, and internal controls. Serves as the primary resource for payroll compliance questions and issues. Coordinates internal and external payroll audits. Forecasts upcoming regulatory changes and evaluates their potential impact on payroll operations, processes, and controls. Documents payroll compliance incidents, discrepancies, audit findings, corrective actions, and remediation activities to support audit readiness and risk management. Participates in and supports the organization's established Compliance Committee to conduct recurring cross functional reviews with Human Resources, Benefits, Accounting, and other business partners to identify and address payroll related compliance risks. Provides leadership and oversight for payroll tax compliance, garnishment administration, retirement deduction compliance, and related regulatory reporting activities. Reconciliation and Controls Oversees payroll balancing and reconciliation activities for each payroll cycle, including direct oversight of payroll tax, garnishment, retirement deduction, and financial reconciliation processes performed by the Payroll Analyst, Tax and Reconciliation. Reviews and approves payroll related account reconciliations, tax account balancing activities, and payroll related financial reconciliations to ensure accuracy and compliance. Reviews and approves payroll related account reconciliations. Ensures payroll liabilities, deductions, taxes, and benefit withholdings reconcile accurately. Identifies, investigates, and resolves payroll discrepancies. Establishes and monitors key payroll control processes. Analytics and Reporting Develops payroll reports, dashboards, and analytics Creates automated reporting solutions to improve operational efficiency. Analyzes payroll data and identifies opportunities for process improvement. Designs, develops, and maintains custom payroll reports, dashboards, automated analytics, and data visualizations to support payroll operations, compliance monitoring, audit readiness, and leadership decision making. Reviews payroll tax trends, balancing exceptions, reconciliation variances, and compliance metrics to identify risks, recommend corrective actions, and support continuous improvement efforts. Leadership and Continuous Improvement Supervises payroll compliance, payroll tax administration, balancing, reconciliation, retirement deduction, and related governance functions. Provides direct oversight, coaching, work prioritization, and performance management for the Payroll Analyst, Tax and Reconciliation. Maintains a dotted line relationship with the Payroll Analyst, Technology and Systems to ensure alignment between payroll compliance, governance, reporting, payroll technology, and system initiatives. Ensures coordination and alignment across payroll technology, reporting, payroll tax administration, garnishment administration, retirement deductions, balancing, reconciliation, compliance, and governance functions. Supervises payroll compliance and reconciliation functions. Provides direct oversight, coaching, work prioritization, and performance management for direct report/s. Provide dotted line leadership to HRIS Analyst. Provides guidance and training to payroll staff regarding payroll regulations and controls. Leads payroll process improvement initiatives. Partners with Human Resources, Finance, Accounting, Benefits, and Information Technology to resolve complex payroll issues. The Payroll Supervisor is accountable for the overall integrity of payroll compliance, payroll systems governance, payroll tax administration, retirement administration, balancing, reconciliation, reporting, and internal controls across the payroll function. Reporting and Audit Support Prepares compliance reports and audit documentation. Supports retirement plan audits, financial audits, and regulatory reviews. Analyzes payroll trends, risks, and compliance metrics. Reviews recurring payroll issues, compliance findings, payroll tax trends, and reconciliation variances to identify operational risks and recommend corrective action. Oversees payroll tax reporting activities, year end reporting requirements, reconciliation reviews, and audit support processes to ensure compliance with regulatory and financial reporting standards. Perform other duties as assigned. Qualifications: Associate's degree in Accounting, Finance, Business Administration, Human Resources, Information Systems, or related field. High School Diploma or GED and two additional years of relevant experience may be substituted. Formal training in payroll administration, compliance, accounting, auditing, or internal controls. Bachelor's degree in Accounting, Finance, Business Administration, Human Resources, Information Systems, or related field is preferred. Coursework or advanced training in payroll compliance, governance, auditing, risk management, or systems administration is preferred. Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) preferred. Four (4) years of progressively responsible payroll experience with emphasis in compliance, audit, reconciliation, payroll tax administration, internal controls, or payroll operations. Two (2) years of lead, supervisory, project leadership, or team coordination experience. Experience leading payroll compliance, governance, audit readiness, payroll controls, and continuous improvement initiatives in a complex healthcare or multistate organization is preferred. Experience working with payroll systems, HRIS applications, reporting tools, system implementations, testing activities, and payroll related technology solutions is preferred. Strong knowledge of payroll systems, tax regulations, retirement administration and compliance requirements. Ability to manage payroll processing independently and supervise staff. Ability to handle confidential information with discretion. High level of accuracy, attention to detail, and discretion in handling confidential data. Strong organization skills with the ability to multitask in a fast-paced environment. Effective verbal and written communication skills. Proficiency with a variety of computer programs including Microsoft Outlook and Word. Proficiency with UltiPro payroll and reporting system preferred. Ability to prioritize work, handle a variety of tasks simultaneously, and complete projects in a fast-paced environment.
