Office Location: Tallahassee, Turlington Building Position Title: Program Specialist IV – CS Salary Range: $50,000 - $65,0000 SALARY IS BASED ON CANDIDATE’S EXPEREINCE AND QUALIFICATIONS OFFICE CONTACT: Lee Peck, 850-245-9529 JOB DESCRIPTION: The Program Specialist IV in this role provides statewide leadership, coordination and assistance for reading instruction in the implementation of education reform and accountability. DUTIES & RESPONSIBILITIES: (Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.) The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions: Under the direction of the Executive Staff Director of the Just Read, Florida! Office, this position provides support and technical assistance for quality English Language Arts instruction and reading interventions for students with disabilities, with a focus on dyslexia. Provides information, technical assistance, and support related to English Language Arts and the Individuals with Disabilities Education Act (IDEA) to parents, families and stakeholders by responding to phone calls, Corrflow, electronic mail, and other requests. Maintains files, answers correspondence, and conducts technical assistance activities related to students with disabilities, quality English Language Arts instruction, reading intervention and special assignments. Collects and disseminates essential information to aid in policy formulation and administrative decision-making related to students with disabilities, quality English Language Arts instruction and reading interventions. Develops, produces, or revises technical assistance documents, and other reports, resource manuals, and correspondence to foster the development and implementation of quality educational English Language Arts programs. Assists local schools, districts, and Bureau discretionary project staff in planning, development, and evaluation of programs for the improvement of English Language Arts instruction; and provides technical assistance to schools and district level staff, and instructional personnel regarding the needs of students with disabilities and their families. Provides assistance in the determination of critical student outcomes and in the accommodations and/or modifications and assessment strategies, which are appropriate for students with disabilities. Reviews, analyzes, and interprets student data regarding the implications for improving student outcomes. Works with subject area specialists in the Department of Education and university training programs in the development and implementation of policy affecting English Language Arts instruction of students with disabilities. Coordinates the activities of various task forces in regard to issues and topics on English Language Arts instruction of students with disabilities; presents issues and areas of concern to the State Advisory Committee; and advises administrators in the Bureau of Exceptional Education and Student Services and the Just Read, Florida! office of possible issues affecting the statewide system. Collaborate with FDOE Bureaus and Just Read, Florida! staff to review/revise the District Comprehensive Evidence-Based Reading Plan. Participate in professional learning opportunities to keep abreast of the latest research in reading/English Language Arts as related to students with disabilities and effective instructional implications that lead all students to be successful in all disciplines. Will assist other sections as related to their expertise. Perform other duties as requested. Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge of laws, rules, policies and procedures relating to educational programs for students with disabilities and English Language Arts. Knowledge of the techniques for planning, implementing or evaluating educational English Language Arts programs. Knowledge of the District Comprehensive Evidence-Based Reading Plan. Ability to understand and apply applicable rules, regulations, policies and procedures. Ability to plan, organize, and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to deal effectively with a variety of people. MINIMUM QUALIFICATIONS (This section is required on all postings) 4 years of direct experience in ESE and/or Reading education. Knowledge of laws, rules, policies and procedures relating to educational programs for students with disabilities and English Language Arts. PREFERRED QUALIFICATIONS: 6 years of direct experience in reading/literacy or endorsed or certified in reading Certification in PreKindergarten/Primary Education (Age 3 - Grade 3), Elementary Education, English 5-9, English 6-12, and/or ESE K-12 Minimum of 3 years teaching experience with documented success of teaching reading EDUCATIONAL SUBSITITUIONS: F.S. 112.219 - Substitution of work experience for postsecondary educational requirements. A master’s degree from an accredited college or University can substitute for 6 years of direct experience. LEAVE INFORMATION: (CS) Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment. Sick Leave - Career Service employees earn 8.667 hours of sick leave credits per month.
