JOB DESCRIPTION ** Working location: Bo De Ward, Hanoi The Project Manager provides end-to-end leadership and accountability for the planning, design coordination, procurement, construction, commissioning, handover and close-out of assigned development projects. Acting as the Developer’s representative, the role directs consultants, contractors and internal stakeholders to deliver the approved scope safely, on time, within budget and to the required quality, regulatory, commercial and sustainability standards. Key Responsibilities 1. Project Strategy, Governance and Leadership Establish the project execution strategy, governance structure, responsibility matrix, communication protocols and approval pathways. Lead multidisciplinary project teams and align development, design, commercial, construction, sales, operations and other business functions. Represent the Developer in project meetings and drive timely, evidence-based decisions within delegated authority. Set performance expectations for consultants and contractors, monitor delivery and escalate material underperformance. Coach and develop project team members, delegate responsibilities clearly and promote cross-project lessons learned. 2. Design, Authorities and Pre-construction Management Manage the design programme, design deliverables, interfaces, reviews, design freeze and change control to support procurement and construction milestones. Drive constructability, value engineering, maintainability and operational-readiness reviews without compromising approved quality or statutory requirements. Ensure discrepancies, RFIs and technical decisions are resolved, documented and incorporated into coordinated construction information. Maintain the authority approval matrix and coordinate consultants to secure permits, licences and statutory approvals required for construction, occupation and handover. 3. Procurement and Contractor Mobilisation Contribute to procurement strategy, work packaging, tender programmes, scope definition, technical evaluation and award recommendations. Confirm that tender and contract documentation is coordinated, complete and aligned with the approved scope, budget, programme and risk allocation. Lead pre-construction planning and contractor mobilisation, including logistics, temporary works, site establishment, resources, long-lead procurement and readiness reviews. Monitor critical procurement schedules and intervene early where materials, equipment or subcontractor appointments threaten project milestones. 4. Construction Delivery and Stakeholder Management Direct and coordinate construction activities from site possession through completion, ensuring alignment with approved scope, drawings, specifications and execution plans. Chair project and progress meetings, assign actions, resolve interfaces and secure decisions required to maintain delivery. Manage relationships with authorities, consultants, contractors, utilities, operators, adjacent stakeholders and internal business units. Verify that contractor resources, supervision, sequencing, logistics and construction methods are adequate for the approved programme. 5. Programme, Cost, Risk and Change Control Review and recommend approval of baseline and revised programmes, validate critical paths, monitor measurable progress and require recovery plans where slippage occurs. Maintain oversight of approved budgets, commitments, cash flow, contingency, forecast cost to complete and final cost exposure. Maintain risk, opportunity, issue, decision and change registers with accountable owners, target dates and quantified schedule or cost impacts. Ensure proposed changes are justified, assessed, approved within delegated authority and incorporated into the relevant design, cost, programme and contract records. Provide concise monthly and quarterly management reporting on schedule, cost, cash flow, procurement, authorities, quality, HSE, risks, decisions required and forecast completion. 6. Contract and Commercial Management Understand and administer project contracts, insurances, securities, notices, deliverables and obligations in coordination with the commercial and legal teams. Review, challenge and recommend payment assessments, variations, claims, extensions of time, loss and expense, liquidated damages and other contractual matters within delegated authority. Maintain complete contemporaneous records and ensure notices, instructions and determinations are issued within contractual timeframes by the authorised party. Support negotiation and resolution of commercial issues and drive timely final account agreement and contract close-out. 7. Quality, HSE and Regulatory Compliance Set and enforce project quality requirements from design and material selection through construction, testing and completion. Ensure inspection and test plans, benchmarks, mock-ups, material approvals, audits and non-conformance controls are effective and properly closed out. Drive root-cause analysis, corrective actions and lessons learned to prevent repeat defects and improve future projects. Provide visible HSE leadership through site safety walks, performance reviews and prompt escalation of serious hazards or breaches. Ensure compliance with applicable laws, permits, environmental commitments, company standards and project sustainability requirements, with authority to stop unsafe work. 8. Commissioning, Handover, Defects and Close-out Establish and manage the completion, testing, commissioning, statutory inspection and handover strategy. Ensure milestone inspections, integrated testing, training and operational-readiness reviews are planned, conducted and closed out. Confirm that occupancy approvals, as-built drawings, O&M manuals, asset data, warranties, spare parts and other handover deliverables are complete before possession. Drive timely closure of punch-list items and defects, monitor performance throughout the Defects Liability Period and capture lessons learned. Recommend contractual completion, retention release and final close-out only after all applicable conditions are satisfied. Key Performance Outcomes Achievement of approved completion dates and critical milestones, with timely recovery action for any variance. Forecast final cost maintained within the approved budget and delegated contingency. Proactive identification, ownership and escalation of material project risks, changes and decisions. Zero reportable incidents, supported by proactive HSE leadership and effective corrective actions. Quality benchmarks achieved; NCRs, defects and recurring issues closed within agreed periods. Complete and timely statutory approvals, handover documentation, operational readiness and contractual close-out. JOB REQUIREMENTS Bachelor’s degree in Civil Engineering, Architecture, Building Services, Construction Management or another relevant discipline. Typically 10–15 years of relevant development or construction experience, including substantial responsibility for major or complex projects and at least five years in a project leadership capacity. Demonstrated experience across design, procurement, construction, commissioning, handover and defects management. Strong knowledge of project controls, cost management, contract administration, construction methodology, quality systems, HSE and applicable regulatory requirements. Practical understanding of FIDIC or comparable forms of contract, including variations, claims, extensions of time and completion procedures. Proven ability to lead multidisciplinary teams, manage senior stakeholders, negotiate effectively and resolve complex delivery issues. Working knowledge of Vietnamese construction regulations, permitting processes and local contractor practices is preferred. Proficiency in Microsoft Office and project scheduling software such as Primavera P6 or Microsoft Project.
