Position Summary The Safety Officer is responsible for planning, developing, implementing, overseeing, and effectively integrating the Center’s Occupational Safety and Health Program. This position ensures compliance with OSHA regulations, U.S. Department of Labor (DOL) requirements, Job Corps policies, and internal procedures while promoting a safe, healthy, and hazard-free environment for students, employees, and visitors. Key Responsibilities Safety Program Administration Develop, implement, and maintain the Center’s Occupational Safety and Health Plan. Monitor and continuously evaluate the effectiveness of the Safety Program. Identify potential hazards and recommend corrective and preventive measures. Coordinate safety awareness campaigns and initiatives to reduce accidents and incidents. Regulatory Compliance Ensure compliance with OSHA, DOL, Job Corps, PRH requirements, and organizational policies. Ensure proper use of Personal Protective Equipment (PPE) in all training and work areas. Maintain records, reports, and documentation required by regulatory agencies and the organization. Participate in internal and external audits and inspections related to occupational safety and health. Inspections and Risk Prevention Conduct weekly, quarterly, and periodic occupational safety and health inspections throughout the Center. Coordinate the annual inspection with the local Fire Marshal and oversee maintenance of fire safety equipment. Inspect academic, vocational, residential, and off-site work locations. Monitor equipment, tools, materials, and facilities to ensure safe operating conditions. Incident Investigation and Reporting Investigate accidents, injuries, occupational illnesses, and safety incidents. Prepare accurate, complete, and timely reports on findings and corrective actions. Report significant incidents in accordance with OSHA, DOL, and Job Corps requirements. Support internal and external investigations related to occupational safety and health. Training and Development Provide occupational safety and health orientation and training to employees and students. Develop training programs focused on hazard prevention, emergency preparedness, and regulatory compliance. Facilitate monthly Safety Committee meetings and maintain required documentation. Serve as a resource and advisor to managers, supervisors, instructors, and students on safety-related matters. Additional Responsibilities Maintain effective communication with employees, students, visitors, and regulatory agencies. Protect the civil rights of students and employees throughout safety-related processes. Transport students as assigned and authorized. Assist with monitoring the Visitor Center as needed. Perform other duties related to occupational safety, health, and regulatory compliance as assigned.
Education Bachelor’s Degree in Occupational Safety, Occupational Health, Environmental Science, or a related field. An equivalent combination of education and relevant experience may be considered. Experience Minimum of two (2) years of experience in occupational safety, occupational health, risk management, OSHA compliance, or a related field. Experience conducting incident investigations, safety inspections, and regulatory compliance programs is preferred. Licenses and Certifications Current CPR/First Aid Certification required. Valid Puerto Rico Driver’s License, Category 4 with a satisfactory driving record is required. Current Puerto Rico Act 300 (Ley 300) Certification required. OSHA certifications and/or related occupational safety and health professional certifications are highly desirable. Knowledge, Skills, and Abilities Knowledge of OSHA regulations and occupational safety best practices. Ability to conduct investigations, perform risk assessments, and prepare detailed reports. Excellent verbal and written communication skills. Ability to deliver effective training and presentations. Strong ability to work independently and manage multiple priorities. Proficiency in Microsoft Office and other workplace technology tools. Strong leadership, organizational, and problem-solving skills. Bilingual proficiency in English and Spanish is a plus.
