Job description

Security Intelligence Analyst Work at the heart of New Zealand’s national security system while helping protect civil aviation from emerging threats and risks. This is a genuinely shared role between the Civil Aviation Authority of New Zealand and the Combined Threat Assessment Group. CTAG is an independent, multi-agency assessment group hosted within the New Zealand Security Intelligence Service. As a Security Intelligence Analyst, you will work alongside intelligence, threat, and risk professionals from across government to produce all-source assessments on issues affecting New Zealand, New Zealanders and New Zealand’s interests. You will also bring that national security perspective to CAA’s understanding of threats, risks and vulnerabilities affecting civil aviation. This is a rare opportunity to combine professional intelligence, threat, and risk analysis with a defined aviation security portfolio, contributing directly to national security assessments, regulatory decisions and the resilience of New Zealand’s aviation system. This role is based in Wellington. About the role Few roles offer the opportunity to contribute to both New Zealand's aviation security system and the country's broader national security picture. Working across CAA's Security Certification, Monitoring and Response (SCMR) team and the Combined Threat Assessment Group (CTAG), you'll help build New Zealand's understanding of emerging threats, risks and vulnerabilities affecting civil aviation and the wider national security environment. You'll draw together information from multiple sources, apply rigorous analytical techniques, test assumptions, and produce assessments that help decision makers understand what is happening now, what may happen next, and what it could mean for New Zealand. You'll work alongside intelligence professionals and subject matter experts, engage with agencies across the intelligence community and transport sector, and help produce assessments that influence security planning, regulatory responses and strategic decision-making. This is a role for someone who enjoys asking difficult questions, challenging accepted views, and developing well-reasoned insights that stand up to scrutiny. The salary range for this role is $98 689 to $137 630. The starting salary will take into account your skills and experience, along with internal relativities within the team. What you will bring You will be someone who excels at making sense of complex information, identifying patterns others miss, and turning intelligence into clear, evidence-based assessments that inform critical decision-making across government. We're interested in people who have developed strong analytical capability through intelligence, policy, risk, investigations, national security, foreign affairs, regulatory, research, law enforcement or similar environments. You may have experience: Producing intelligence, threat, risk, policy or strategic assessments. Analysing complex and sometimes incomplete information to support high-stakes decisions. Identifying trends, emerging risks and future implications from diverse information sources. Writing concise, evidence-based reports for senior leaders and decision-makers. Presenting complex issues in a way that is clear, compelling and influential. Building productive relationships across agencies and stakeholder groups. Most importantly, you'll bring: Outstanding critical thinking and intellectual curiosity. The ability to evaluate information objectively and form independent judgements.
