The Senior Training Supervisor supervises Training Supervisors, coordinates operational activity across Training, CMS and digital learning, monitors performance and compliance, leads corrective action and deputises for the Training Manager when formally delegated. MAIN RESPONSIBILITIES: Strategic Implement the Training Strategy and Annual Training Plan approved by the Training Manager. Monitor the effectiveness, compliance and business impact of training and competence programmes and recommend evidence-based improvements to the Training Manager. Support implementation and continuous improvement of competency frameworks, assessment and verification standards, digital learning and quality-assurance arrangements. Translate departmental objectives into operational plans and activities. Identify emerging operational capability risks and escalate priorities, constraints and proposed mitigation to the Training Manager. Financial Monitor utilization of training resources, facilities, instructors, and learning technologies to ensure cost-effective implementation of training activities. Monitor training attendance, cancellations, rescheduling, and resource usage and escalate potential inefficiencies. Support budget control through the effective planning and coordination of training activities. Review training-related expenditure and provider performance information and provide implementation feedback to the Training Manager. Stakeholder / Customer Act as the primary operational point of contact for training and competence matters across business units. Coordinate with department heads and line managers to ensure training plans are implemented effectively. Provide training compliance, competence, and certification updates to stakeholders. Support audits, inspections, investigations, and regulatory reviews involving training and competence activities. Promote positive engagement with internal and external stakeholders to ensure training objectives are achieved. Operational Training Delivery Deliver classroom, practical, workplace, and virtual training programmes using approved training materials and lesson plans when required Maintain personal training delivery competence and deliver training activities where operationally required. Governance and Assurance Lead the implementation of the Annual Training Plan, ensuring approved training programmes are delivered in accordance with operational priorities, compliance requirements, and business objectives. Ensure training delivery methods, lesson plans, instructional materials, and assessments are implemented consistently across all training programmes. Verify the effectiveness of classroom, workplace, practical, and digital learning activities through observation, performance monitoring, learner feedback, and data analysis. Coordinate training activities across departments to ensure training requirements are delivered efficiently and on schedule Supervise Training Supervisors to ensure training, assessment, verification, and learner support activities are delivered in accordance with approved standards, procedures, and schedules. Monitor Training Supervisor performance, workload, productivity, and competency to ensure effective delivery of training and competence activities. Review Training Supervisor training records, assessment activities, learner outcomes, completion rates, and compliance indicators to verify performance expectations are achieved. Ensure Training Supervisors maintain current instructional, assessment, verification, and occupational competencies required for their roles. Conduct periodic observations, audits, and quality assurance reviews of Training Supervisor delivery, assessment practices, documentation, and record management activities. Identify performance gaps, compliance risks, overdue actions, and development needs, implementing corrective actions and coaching as appropriate. Coordinate activities between Training Supervisors, CMS Advisors, E-Learning Developer, Training Administrator, and operational stakeholders to ensure effective execution of training and competence programmes. Review training reports, learner feedback, LMS metrics, CMS data, certification status, and training performance indicators, escalating significant risks and issues to the Training Manager. Verify that approved training materials, lesson plans, assessments, competence standards, and quality assurance processes are consistently applied by Training Supervisors. Lead the investigation and closure of training-related findings, non-conformities, corrective actions, and continuous improvement initiatives. Assessment, Verification and Quality Assurance Maintain CMS assessor competence and required CMS assessment and verification qualifications Conduct competence assessments using approved assessment methods and standards. Conduct internal verification activities to ensure assessment decisions are valid, consistent, fair, and compliant. Review assessment evidence, records, and documentation for quality and completeness. Provide constructive feedback to candidates, assessors, and stakeholders. Support external verification visits, audits, quality reviews, and corrective action plans. Monitor assessment outcomes and identify opportunities for continuous improvement. NVQ Administration and Qualification Support Conduct NVQ assessments in accordance with awarding body requirements and occupational standards. Monitor candidate’s progress, assessment status, certification requirements, and qualification achievement. Prepare and maintain evidence, records, and documentation for qualification audits and external verification visits. Support certification, re-certification, and qualification achievement processes. Contribute to continuous improvement of qualification delivery, compliance, and learner outcomes General Compliance and Organizational Responsibilities Promote a positive safety culture and ensure compliance with all applicable safety policies, procedures, and requirements. Protect confidential information, training records, and company assets in accordance with organizational requirements. Participate in drills, exercises, audits, investigations, and emergency response activities as required. Support the implementation and closure of corrective and preventive actions arising from audits, assessments, inspections, and investigations. Maintain awareness of relevant organizational procedures, regulatory requirements, and industry best practices. Deputize for the Training Manager when formally delegated and within approved authority limits Capability / People Supervise, coach and develop Training Supervisors and Key Instructors, setting clear objectives and monitoring performance, conduct and competence. Coordinate workload, leave, coverage and priorities to maintain continuity of critical training and competence activity. Build consistent practice across training delivery, assessment, verification, LMS/CMS use, record keeping and learner support. Support succession, professional development, knowledge sharing and continuous improvement across the Training function. Minimum Qualification Min. Required Desirable Education Ideally a degree or diploma holder in any discipline Professionally qualified with membership of a recognised professional institution Holder of internationally recognised assessor and verifier awards; Ideally holder of recognised qualification in adult education or equivalent; Ideally holder of internationally recognised qualification in management Bachelor in education / training is preferred. Experience Minimum 3 years, preferably 5 years of work experience in a railway, metro system or engineering environment Minimum 3 years, preferably 5 years of experience within a training environment Minimum 3 years work experience in a team management position Operation of Dubai Metro experience preferred. Operation of Dubai Tram experience preferred. Skills / Training Strong verbal and written communication skills to convey training materials effectively in English. Skill in assessing learners' progress, providing constructive feedback, and adapting training methods accordingly. Ability to lead and motivate a team of trainers, providing guidance and support. Managing Training projects efficiently, including planning, execution, and evaluation. Strong organizational abilities to manage training schedules, resources, and documentation, including e-learning materials. Efficiently managing time to meet training schedules and deadlines. Understanding of safety regulations and ensuring training programs adhere to safety standards. Familiarity and experience with Learning Management Systems to manage, deliver, and track e-learning courses. Proficient in using MS office application Capability to design effective training programs, including content creation and lesson plan development for both traditional and e-learning formats. Fluency in Arabic is added advantage. Proficient in software and application for e-learning content creation
