Job description
GovTech is the lead agency driving Singapore’s Smart Nation initiatives and public sector digital transformation. As the Centre of Excellence for Infocomm Technology and Smart Systems (ICT & SS), GovTech develops the Singapore Government’s capabilities in Data Science & Artificial Intelligence, Application Development, Smart City Technology, Digital Infrastructure, and Cybersecurity. At GovTech, we offer you a purposeful career to make lives better where we empower our people to master their craft through robust learning and development opportunities all year round. Play a part in Singapore’s vision to build a Smart Nation and embark on your meaningful journey to build tech for public good. Join us to advance our mission and shape your future with us today! Learn more about GovTech at tech.gov.sg. A hands-on Staff Software Engineer who will provide technical and technical-product leadership for GovTech's workflow automation platform product, with a particular focus on shaping and leading a new operational data-layer capability within the platform. [What you will be working on] As a Staff Software Engineer in the Transaction Platforms Programme (TPP), you will play a key technical leadership role in shaping and building GovTech’s workflow automation platform product. The platform product enables government agencies to automate workflows, orchestrate agents, define business rules, and integrate with Whole-of-Government tools. As part of TPP’s broader vision, this platform product works alongside other platform capabilities that agencies can compose to build and deliver digital services. We are exploring a new capability within this ecosystem to address a key gap: the operational data layer. This is still in its early stages, and you will have the opportunity to shape the solution from the ground up - from understanding the problem and validating product-market fit, to defining its boundaries, architecture, and how it fits cohesively within the platform product and the wider TPP ecosystem. This is not purely an architecture or delivery role. We are looking for someone who brings strong product thinking alongside deep technical expertise. You will work closely with Product to understand users and the market, evaluate approaches and trade-offs, prototype ideas, and translate these insights into technical product direction. You will provide technical leadership to the team while remaining hands-on—designing systems, writing and reviewing code, establishing engineering practices, and solving difficult problems around scalability, performance, resilience, and distributed systems. As we build new capabilities, you will also help us think AI-native from the outset: identifying how agentic and AI capabilities change the way we design the product, its architecture, and the experiences we offer our users. As a Staff Engineer, your impact will extend beyond a single module or team. You will collaborate with other Staff Engineers, Engineering Managers, Product Managers, and engineers across TPP to ensure that the capabilities we build form a coherent, scalable, and well-architected platform for government. [What we are looking for] You should have: Substantial hands-on experience in workflow automation, orchestration, integration platforms, data infrastructure, or closely related product domains. We value experience that gives you a deep understanding of how these systems behave in real-world use, including their constraints, failure modes, and product trade-offs. A strong track record of contributing to product direction, not only technical implementation. You have helped identify what should be built, shaped product capabilities and boundaries, evaluated alternatives, and turned ambiguous problems into solutions that deliver meaningful user value. Strong system design and architecture skills, including experience designing complex systems comprising multiple services and components. Deep understanding of distributed systems and practical experience solving problems involving scalability, performance, resilience, reliability, and failure handling. Strong technical judgement and the ability to reason through unfamiliar or ambiguous problems, identify the important trade-offs, challenge assumptions, and arrive at pragmatic decisions. Experience leading technical direction and execution while remaining hands-on with software development. A track record of raising engineering quality through technical practices, architecture, design and code reviews, mentoring, and improving how teams deliver software. The ability to work effectively across Engineering and Product, connecting user and product needs with technical possibilities and constraints. Experience or strong familiarity with AI-native and agentic systems, and the ability to reason about how these capabilities should influence product and system architecture. Experience building workflow engines, orchestration systems, integration platforms, developer platforms, or operational data infrastructure at scale would be particularly relevant. What we offer you: GovTech is an equal opportunity employer committed to fostering an inclusive workplace that values diverse voices and perspectives, as we believe that diversity is the foundation to innovation. Our employee benefits are based on a total rewards approach, offering a holistic and market-competitive suite of perks. These include leave benefits to meet your work-life needs and employee wellness programs. We champion flexible work arrangements (subject to your job role) and trust that you will manage your own time to deliver your best, wherever you are, and whatever works best for you.
