We’re looking for a high-impact professional to lead the full subcontract acquisition lifecycle — from early proposal development through program award, execution, and close-out. In this role, you’ll be at the center of mission-critical work, shaping subcontract strategies, building strong supplier partnerships, and ensuring cost, schedule, and technical performance align with program and customer expectations. You’ll play a key role in delivering on-time, high-quality, and affordable solutions while helping to drive business growth and operational excellence. Essential Functions: • Lead all phases of the subcontract acquisition process, from proposal support through award, execution, and close-out • Develop acquisition requirements, Statements of Work, Requests for Proposals, evaluation criteria, and source selection strategies • Drive negotiations and definitization of subcontract agreements, including subcontracts, letter subcontracts, teaming agreements, and non-disclosure agreements • Ensure full compliance with internal policies and government procurement regulations, including FAR, DFARS, DPAS, and CPSR requirements • Manage subcontractor performance across cost, schedule, and technical objectives to ensure successful program outcomes • Monitor project health through budgets, forecasts, EVMS, and status reporting, while supporting baseline-driven execution and effective change management • Build, strengthen, and manage strategic supplier relationships that support program goals, customer satisfaction, and corporate growth • Partner closely with Engineering, Program teams, Commodity Managers, and Suppliers to optimize the supply base and achieve the best total acquisition cost • Oversee key contractual milestones, including major design and program reviews, while assessing supplier capacity and capability to meet commitments • Take proactive action to resolve supplier performance issues, drive corrective actions, and prevent cost overruns or schedule delays • Maintain regular onsite collaboration with Program and Engineering teams to address vendor issues, support delivery execution, and keep programs moving forward • Communicate effectively with a wide array of professional levels and functions, including Engineering, Contracts, Finance, Legal, Operations, and Business Development • Manage program budgets and explain variances in monthly performance • Support small business initiatives • Generate spending plans, payment forecasts, and variance reports • Follow strategic direction set by Program and functional leadership • Lead risk identification, mitigation, and escalation processes • Ability to obtain a U.S. security clearance • Travel to customer and supplier (35%–50%) Qualifications: • Bachelor’s Degree and a minimum of 6 years of prior relevant experience; Or, Graduate Degree and a minimum of 4 years of prior related experience; Or, in lieu of a degree, a minimum of 10 years of prior related experience • 4 years of experience in subcontracts management or procurement Preferred Additional Skills: • Motivated self-starter versed in the subcontract process flow and managing supplier performance in the areas of technical scope, schedule, and cost • Ability to navigate FAR/DFARS, ITAR, EAR regulations, and internal procedures for compliance • Previous work experience in a fast-paced, continuous-change integration environment • Experience with Material Requirements Planning (MRP) software • Knowledge of and experience with DFARS, MMAS, SOX, and CAS requirements, as well as ITAR and EAR regulations • Proficiency in Microsoft Suite of Products • Bachelor’s degree in Engineering, Economics, Law, or Business preferred • Experience in negotiating complex terms and conditions • Experience in government and commercial contracting/subcontracting managing supplier performance in the areas of technical scope, schedule, cost, and risk mitigation • Strong verbal and written communication skills • Experience as Cost Account Manager for subcontracts managing budgets and sales forecasting In compliance with pay transparency requirements, the salary range for this role in New York state is $79,500-$147,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
