[What you will be working on] In this role you will own and drive the end-to-end engagement lifecycle for the Rapid AI Modernisation Prototyping (RAMP) program, from agency demand intake through scoping, execution governance, handoff and success management. You are the single point of accountability for how engagements run, how agencies experience the program, and how learnings feed back into the operating model. You own RAMP's strategy, operating model, team and outcomes end-to-end — not a single engagement, but the programme as a whole — and are RAMP's senior-most accountable owner and primary voice in GTC and divisional governance forums. We are seeking an experienced Programme Manager to support the GTO Consulting team in enabling agencies' complex modernisation efforts. This role seeks a versatile professional to strategically bridge technical innovation, robust business operations, and complex government domains, driving operational excellence and shaping the future of digital governance. How we build RAMP is GovTech's program for accelerating government system modernisation using AI-assisted development. We deliver working prototypes with a documented path to production, targeting the government systems that need modernisation over the next five years. Each engagement runs 1-3 months with a lean team. The program is prerequisite-gated: no engagement starts without a named production owner, a management sponsor, sufficient system access, and a scope that fits the model. The Programme Manager is the programme's operating backbone. You own the pipeline, protect the scope, hold right-of-refusal over engagements that don't meet criteria, and are accountable for whether the programme hits its delivery and learning targets. You operate across agency leadership, GovTech Consulting engineering, and senior management simultaneously. As Deputy Director, you are not inheriting a mature system — you are building it: the operating model, the team, and RAMP's long-term theory of success within GTC’s broader modernisation strategy. You do not need to write code. You do need to understand technical scope well enough to protect it, work alongside engineers using AI development tools daily, and translate between agency executives and delivery teams on system architecture, migration complexity, and production readiness. What you'll do Programme strategy & operating model Define and continuously refine the RAMP operating model: engagement lifecycle, intake criteria, governance cadence, quality gates, and success metrics. The program is in year one; you are building the system, not inheriting one. Set and own programme KPIs. Report progress, risks, and pipeline health to GTC leadership. Flag staffing and capacity constraints before they become blockers. Own programme budget and headcount planning; identify and remove systemic inefficiencies or barriers in how RAMP operates, advocating for the resources, tools and processes the team needs to deliver. Produce methods notes documenting what tools and techniques worked across engagements, feeding directly into GTC’s broader modernisation methods catalogue. Team leadership & capability building Lead and grow RAMP's team of Programme/Product Managers and coordinators: hire, coach, and develop a high-performing team, with a clear focus on long-term growth rather than day-to-day task allocation alone. Conduct regular 1:1s and performance conversations with direct reports, setting the standard for how the team operates and grows. Mentor future leaders within RAMP and GTC more broadly, building a pipeline of PMs who can eventually own engagements and, later, sub-portfolios independently. Demand generation & pipeline management Build and maintain the engagement pipeline by working across agency relationships, Innovation, Products, and Change Management functions. Run fit assessments with agencies. Qualify or decline projects against strict prerequisites: named production owner, management sponsor, system access, right-sized scope. Coordinate with GTC’s leadership on pipeline direction and demand generation strategy. Engagement delivery Produce the Solution Space document for each engagement: business problem, technical scope, prototype deliverables, and execution plan. This is the contract the engagement delivers against. Own the agency relationship throughout execution: standups, blocker escalation, scope protection, senior stakeholder communication. Hold right-of-refusal authority. Stop or pause engagements when prerequisites are violated, counterparts become unavailable, or scope drifts beyond the agreed contract. Facilitate structured handoff sessions with the agency and named production owner. Ensure the Path to Production document and AI harness are received, understood, and actionable. Cross-functional leadership Serve as the primary interface between agency leadership, GovTech engineering teams, and GTC senior management. Manage competing priorities and resolve conflicts across these groups. Drive cross-functional alignment with GTC Consulting (Innovation, Products, Change Management) to identify joint delivery synergies and co-source the pipeline. Represent RAMP's interests and operating constraints in broader GTC’s governance forums and portfolio discussions. Champion a culture of continuous improvement across RAMP as it scales, ensuring diverse perspectives are heard and implementing structural changes that make the team more effective. [What we are looking for] At least 10 years of experience in programme management, transformation delivery, or management consulting, including direct people leadership of a team (not just individual-contributor delivery). Demonstrated experience managing a portfolio of concurrent engagements or initiatives across different lifecycle stages, with different stakeholders, without dropping threads. Track record of managing senior client or agency relationships end-to-end: scoping, delivery governance, escalation, and handoff. Not just coordination; ownership. Experience holding scope under pressure: declining work that doesn't meet criteria, stopping engagements that violate prerequisites, pushing back on senior stakeholders when necessary. Ability to operate across organisational boundaries. You will work with agency directors, GovTech engineers, GTC leadership, and consulting functions simultaneously. Experience navigating matrix structures and competing priorities is essential. Experience building programme infrastructure (operating models, governance frameworks, intake processes, reporting cadences) in new or early-stage programmes. You are not joining a mature system. Track record of building and growing a high-performing team: hiring, coaching, mentoring, and developing future leaders. Comfortable working alongside technical teams and AI development tools. You need to understand system architecture and migration complexity well enough to make scoping and risk decisions. Experience in government, consulting, or regulated industries where documentation discipline, approval gates, and formal governance are not optional. Strong written communication. You will produce scoping documents, methods notes, and executive reporting that need to stand on their own without verbal explanation.
