MINIMUM REQUIREMENTS Bachelor’s degree in information technology, Computer Science, Information Systems, Cybersecurity or a related field; and Five (5) years of progressively responsible professional experience in information technology, information systems, infrastructure, systems administration, IT operations, or a related field. A combination of education and professional or non-professional experience may be considered in accordance with applicable State of Florida requirements. Demonstrated experience leading, supervising, or managing IT personnel and technical teams. Demonstrated experience administering or supporting Microsoft cloud and endpoint management technologies, including Microsoft Intune and Microsoft Entra ID . Demonstrated knowledge of IT infrastructure, systems administration, networking, endpoint management, user support, software applications, and information security principles. Experience planning, evaluating, procuring, implementing, and supporting technology solutions. PREFERRED REQUIREMENTS Master’s degree in information technology, Computer Science, Information Systems, Cybersecurity or a related field. Experience managing IT operations within a government, public safety, military, or other highly regulated environment. Experience with enterprise technology planning, IT procurement, vendor management, and contract administration. Experience developing and implementing IT policies, procedures, standards, and best practices. Experience with Microsoft 365, Azure, Intune, Entra ID, and related Microsoft technologies. DUTIES AND RESPONSIBILITIES IT Leadership and Management Provides leadership, direction, and oversight for the agency’s information technology operations, services, infrastructure, and personnel. Leads, manages, and develops IT staff, including establishing priorities, assigning work, monitoring performance, and supporting professional development. Establishes IT priorities and ensures technology resources and services align with the agency’s operational and strategic objectives. Develops and maintains short- and long-range IT strategies, technology roadmaps, and modernization plans. Evaluates emerging technologies and recommends solutions that improve operational efficiency, reliability, security, and service delivery. Establishes and maintains IT policies, procedures, standards, and operational practices. Serves as the agency’s senior IT subject matter expert and provides technical guidance to leadership and other divisions. Infrastructure and Systems Administration Oversees the administration, maintenance, and lifecycle management of the agency’s IT infrastructure, systems, endpoints, networks, cloud services, and related technologies. Provides oversight of Microsoft enterprise technologies, including Microsoft Intune, Microsoft Entra ID, Microsoft 365, Azure, and endpoint management solutions . Ensures appropriate configuration, maintenance, patching, monitoring, and lifecycle management of desktops, laptops, mobile devices, servers, applications, and other IT assets. Oversee user account management, authentication, access controls, endpoint configuration, and related identity and access management functions. Provides technical guidance and support for network, server, cloud, endpoint, telecommunications, and other infrastructure technologies. Ensure IT systems remain available, reliable, appropriately supported, and aligned with agency requirements. Supports the implementation, integration, and maintenance of enterprise applications and specialized software systems. Maintains sufficient technical knowledge to troubleshoot and support a broad range of IT hardware, software, applications, and services. Evaluates and supports new software and technology platforms and adapts IT operations to changing business and operational requirements. Provides oversight of Microsoft SharePoint environments, including site administration, permissions, document libraries, content management, governance, and integration with Microsoft 365 services. Ensures SharePoint sites, permissions, content, and configurations are appropriately maintained, secured, documented, and aligned with agency requirements. Utilizes remote monitoring and management (RMM) tools to monitor, manage, maintain, patch, troubleshoot, and support agency endpoints and other managed IT assets. Oversees the use of RMM platforms for endpoint monitoring, software deployment, patch management, remote support, alerting, maintenance, and IT asset management. IT Service Delivery and Support Oversee the delivery of IT support services to agency personnel and ensure timely resolution of technical issues. Provides direction and escalation support for complex or non-routine technical issues. Ensures IT staff maintain the knowledge and skills necessary to provide effective customer and technical support. Establishes service standards and processes for responding to user requests, incidents, outages, and technology-related issues. Supports agency personnel in the effective and secure use of technology systems and applications. Maintains a customer-focused approach to IT service delivery and develops effective working relationships with internal and external stakeholders. Technology Planning and Procurement Leads the identification, evaluation, planning, and implementation of technology solutions to meet current and future agency needs. Develop technology plans, project priorities, budgets, and lifecycle strategies for IT systems and equipment. Leads or coordinates IT procurements, including requirements development, product and vendor evaluation, technical specifications, demonstrations, implementation planning, and contract support. Evaluate technology products, services, and vendors to ensure solutions meet agency requirements and provide appropriate value. Oversee technology vendor and contractor relationships and monitors deliverables to ensure compliance with contractual requirements. Maintains an inventory and lifecycle management strategy for IT hardware, software, licenses, systems, and services. Identifies opportunities for consolidation, modernization, automation, and improved utilization of technology resources. Assists with the development and management of the IT budget and evaluates current and future technology needs. Information Security and Risk Management Provides operational oversight to ensure IT systems and services are appropriately protected and aligned with applicable information security requirements. Works collaboratively with agency leadership and security personnel to identify, assess, and mitigate technology-related risks. Supports the development and maintenance of information security policies, standards, procedures, and best practices. Supports security incident response, including coordination with appropriate internal personnel, vendors, leadership, and external agencies when necessary. Assists with investigations involving information technology systems, devices, accounts, or other agency technology resources. Oversees implementation of appropriate endpoint, identity, access, patching, configuration, and security controls. Ensures technology implementations and changes consider applicable security requirements. Supports security assessments, audits, risk assessments, remediation activities, and compliance initiatives. Maintains awareness of emerging technology and security threats and recommends appropriate mitigation strategies. Supports compliance with applicable requirements governing agency information systems, including CJIS requirements where applicable. Coordinates with cybersecurity, law enforcement, Inspector General, or other appropriate entities when an incident or investigation requires specialized assistance. Business Continuity and Incident Management Provides IT leadership and technical support during outages, emergencies, incidents, activations, and other non-routine events. Supports the development, maintenance, and testing of IT disaster recovery and business continuity capabilities consistent with the agency’s Continuity of Operations (COOP) requirements. Coordinates restoration and recovery of IT systems and services following outages or incidents. Maintains perspective and provides effective leadership during crisis-level technology incidents. Participates in after-action reviews and implements improvements identified through incidents, exercises, audits, and operational experience. Applications and Technology Integration Evaluates, implements, and supports business applications and specialized software used throughout the agency. Works with agency divisions to understand business requirements and identify appropriate technology solutions. Coordinates application implementations, upgrades, integrations, migrations, and lifecycle replacements. Ensure new technology solutions can be effectively supported, maintained, secured, and integrated into the existing IT environment. Assists users and departments in identifying technology solutions that improve business processes and operational effectiveness. Maintains the ability to learn, adapt to, and support different software platforms and technologies as agency needs evolve. Governance, Policy, and Strategic Planning Research, analyzes, develops, and implements IT policies, procedures, standards, and best practices. Monitors technology trends and evaluates their potential impact on agency operations. Develop recommendations for technology modernization and long-term IT planning. Maintains documentation related to IT systems, processes, standards, configurations, and operational procedures. Establishes processes for continuous improvement of IT services, infrastructure, and support operations. Prepares reports, recommendations, presentations, and other materials for agency leadership. Performs other duties and administrative responsibilities as assigned by agency leadership, including duties resulting from incidents, activations, special projects, or emerging operational requirements.
