Job description

P&L accountability and business performance Accountability for the financial performance of the department, including revenue, gross margin, EBIT / EBITDA, cash, invoicing and working capital. Preparation, delivery and monitoring of the department budget and forecasts. Oversight of the project portfolio in terms of margin, EAC / ETC, risks, cash, claims, variation orders and invoicing. Early identification of deviations from budget / forecast and implementation of corrective actions. Ensuring that operational and resource decisions support the financial performance of the department. Regular reporting of performance, risks and corrective actions to the MD Romania. Project portfolio management and delivery Accountability for effective delivery of projects within the deaprtment. Ensuring that each project has a clearly assigned Project Manager / Project Director and clear accountability for scope, schedule, budget, EAC, risk and client management. Oversight of strategic, major, complex or high-risk projects. Leading or participating in portfolio reviews, project reviews and recovery reviews. Escalation of key project, contractual, financial, technical and resource risks. Ensuring that recovery plans are specific, measurable, assigned to owners and regularly monitored. Ensuring that Contract Management is properly embedded in department projects and effectively supporting PMs / PDs in managing notices, variation orders, claims, contractual risks and correspondence. Ensuring that projects moving from P1 to P2 are mobilised based on clear bid assumptions, identified risks, an agreed resource plan, budget, schedule and PM / PD accountability. Working with Finance / Project Controls and Legal as support functions to protect Egis’ financial, contractual and legal position. Business development, order intake and client relationships Accountability for business development within the department in line with country and regional strategy. Building and maintaining relationships with key clients, partners, contracting authorities and market stakeholders. Supporting pipeline, order intake, strategic bids and key pursuit plans. Working with the Tender Unit, Business Development, Legal, Finance and technical teams in bid preparation. Participation in Go / No-Go decisions, P1 process and bid reviews for key projects. Ensuring that contractual, technical, resource and commercial risks are properly identified and reflected in bids. Supporting activities related to variation orders, claims and additional services as part of margin protection and order intake. Accountability for effective transition from P1 to P2, including handover to the delivery team of key bid assumptions, risks, pricing, scope, schedule, resources, contractual obligations and commercial decisions. Ensuring that risks identified at P1 stage are reflected in project mobilisation, EAC / ETC, forecasts, risk register and resource plan. Department organisation, resources and people management Building an effective departmental organisational structure, aligned with portfolio size, risks and business needs. Ensuring a reasonable span of control and clear reporting lines. Managing direct reports, including Project Directors / Project Managers, Discipline / Team Leaders, Contract Managers and other leaders assigned to the department in line with the approved organisational structure. Setting objectives, conducting performance reviews, supporting development and enforcing accountability. Planning resources and competencies in cooperation with Discipline / Team Leaders, CEE CTO, HR and MD Romania. Identifying competency gaps, recruitment needs, succession needs and people risks. Ensuring well-being and professional development of staff and supporting them in their career path within Egis. Ensuring that technical and project resources of the department are used in line with business priorities, project risks and client commitments. Building a culture of accountability, collaboration, timely escalation and fact-based reporting. Effectively communicate goals and performance targets, engage others in achieving these, monitor performance and address issues of non-performance in a timely manner. Cooperation between departments and optimal use of resources The Transport Design Manager is responsible for managing the resources of their department in a way that supports the performance of Egis Romania as a whole, and not only the performance of their own department. In the case of multidisciplinary projects, projects delivered by other departments or projects critical to the performance of Egis Romania, the Transport Design Manager ensures the availability of their department’s competencies in line with agreed business and project priorities. This applies in particular to situations where the competencies of a given departments, such as roads, drainage, structures, geotechnics, energy, environment, systems or other specialist disciplines, are critical to the delivery of a project led by another department. The Transport Design Manager works with other Department Managers to: optimise the use of resources and competencies across Departments; agree priorities and allocation of specialists; ensure support for multidisciplinary projects; support pricing, bids and delivery assumptions for projects led by other Departments; reduce risks resulting from resource conflicts or incorrect prioritisation. Resource prioritisation should take into account the impact on the performance and risk profile of Egis Romania as a whole. In the event of conflicts between Departments that cannot be resolved at Department Manager level, the matter should be escalated to the MD Romania. Technical delivery and cooperation with the CEE CTO Ensuring that Department projects have access to appropriate technical competencies, standards, methods and resources. Working with the CEE CTO on technical excellence, assurance, technical standards, capacity planning and competency development. Ensuring that technical decisions support delivery, quality, margin and contractual commitments. Early escalation of technical risks affecting schedule, cost, quality, claims or client relationships. Supporting the implementation of lessons learned and good technical and project delivery practices within the Department. Contract management, risks and governance Ensuring the appropriate level of contract management on Department projects, proportionate to project size, complexity and risk. Working with Contract Managers on notices, variation orders, claims, change management and correspondence strategy. Ensuring that contractual risks are visible in project reviews, EAC / ETC, forecasts and recovery plans. Working with Legal on matters requiring formal legal advice, disputes, settlements, penalties or proceedings. Ensuring departmental compliance with Delegation of Authority, P1, public procurement, compliance, H&S, quality and Egis standards. Early escalation of legal, financial, reputational, technical and people risks. Cooperation with MD, support functions and the regional structure Working directly under MD Romania on the delivery of business and operational objectives. Close cooperation with Finance, HR, Legal & E&C, Tender Unit, IT, Quality, H&S, MarCom and other support functions. Working with CEE and EURA / Group functions on matters requiring regional or Group coordination. Ensuring that Department needs are clearly communicated and that support function decisions are implemented in operations. Representing the Deaprtment in relevant management, operational and project forums. Experience in managing a business unit, project portfolio, large team or significant operational area. Experience in infrastructure, engineering, consulting, design, supervision, construction, transport, energy or a related sector. Practical understanding of project management, delivery, EAC / ETC, forecasts, margin, cash and project controls. Experience working with public clients or large institutional clients. Experience in managing people, organisational structure and accountability in a matrix organisation. Understanding of contracts, variation orders, claims, change management and contractual risks. Experience in business development, bidding, pipeline management or client relationships. English language skills sufficient to work in an international organisation.
