Manager - Governance and Strategy

Lead governance excellence and help shape the future of Rotorua. Rotorua Lakes Council is seeking an experienced and strategic leader to join our Organisational Performance & Innovation Group as Manager - Governance & Strategy. Reporting to the Group Manager Organisational Performance & Innovation, you will provide leadership across governance, democracy, strategy, and corporate planning functions. Working closely with elected members, executive leaders, mana whenua, and key stakeholders, you'll play a critical role in ensuring strong governance practices, effective strategic planning, and organisational alignment across Council. This is a unique opportunity to influence key decisions, lead high-performing teams, and drive continuous improvement while supporting Council to achieve its long-term strategic objectives. We're looking for someone with significant senior leadership experience in local government, a strong understanding of governance and legislative frameworks, and proven experience working with the Local Government Act, Local Electoral Act, LGOIMA, Standing Orders, and relevant Resource Management Act processes. You will be a confident communicator, skilled relationship builder, and strategic thinker who can navigate complex environments while fostering a culture of accountability, integrity, and collaboration.
